The International Livestock Research Institute (ILRI) works at the crossroads of livestock and poverty, bringing high-quality science and capacity-building to bear on poverty reduction and sustainable development. ILRI is a non-profit-making and non-governmental organization with headquarters in Nairobi, Kenya, and a second principal campus in Addis Ababa, Ethiopia. We employ over 700 staff from about 40 countries. About 80 staff are recruited through international competitions and represent some 30 disciplines. Around 600 staff are nationally recruited, largely from Kenya and Ethiopia.

ILRI in Vietnam
ILRI opened an office in Viet Nam in 2006 and currently is located in a shared office with the World Agroforestry Centre (ICRAF), another center among 16 international research centers under the Consultative Group on International Agricultural Research (CGIAR). The office is located in the southwest of Hanoi.
Currently ILRI in Vietnam consists of the following personnel:
Lucy Lapar, PhD – Scientist/Agricultural Economist
Ma. Lucila (Lucy) Lapar is an agricultural economist from the Philippines. She received her PhD in agricultural economics from Ohio State University in 1994.
She joined ILRI in 1998 as an economist for Southeast Asia. In this position she has acquired considerable research experience in the region, notably as leader of the policy studies associated with the well-known Crop-Animal System Research Network (CASREN).
Prior to joining ILRI, Lucy worked at the International Rice Research Institute (IRRI) as a post-doctoral scientist to study the soil conservation investments by upland farmers in the Philippines within the context of market access and population growth.
Nguyen Ngoc Toan, PhD – Researcher/Economist
Mr Toan is a Vietnamese researcher, working principally as a quantitative analyst in our team. His major responsibility is to provide research support to the team in statistical and econometric analysis. He received his PhD in economics from Kyoto University, Japan in 2008.
